Communication governance operates at four layers: policy (what the organization will and will not say), standards (how things should be said), controls (the mechanisms that enforce standards at the moment of writing), and oversight (the review and audit functions that catch what controls miss). Most organizations have policy and oversight but lack functional standards and almost never have runtime controls. The most important architectural choice in modern communication governance is where enforcement lives — post-hoc review is slower, more expensive, and more adversarial than runtime enforcement applied at the moment of writing.
